Fix compile time deprecation warnings

This fixes compile time deprecation warnings for both build and tests:

• Use ~c sigil instead of single quote string
• Add explicit //-1 step in range
• Update dependencies, particularly stream_data is producing warnings
• Bump elixir compat to 1.12+ and update ci matrix with supported versions from https://hexdocs.pm/elixir/1.17.2/compatibility-and-deprecations.html
