What is the bug or the crash?

When adding and in edit mode for non-spatial layers, actions items that require geometry are activated

Steps to reproduce the issue

  • Add a temporary scratch layer with no geometry
  • Navigate to the Action Toolbar and see the following actions available

  • Clicking on each of the action items should be followed by clicking on a map item since the table has no geometry, this is not possible
  • Now jump to the Digitising toolbar.
  • Click on Add Record

The Toggle Stream digitising mode is activated
