Prepare release 1.4.0.

Details and comments

Changes:

Only support Qiskit >= 1.0 (Support Qiskit 1.0 #141)
Transpiler: always decompose wrapped-angle RXX gates (transpiler: always decompose wrapped-angle RXX gates #145, docs: recommend using optimization level 3 #146)
Docs: recommend using optimization_level 3 in the Qiskit transpiler (docs: recommend using optimization level 3 #146)
