Added configuration for the handwired 4x14 LuMaWing keyboard

Description

This PR adds support for the handwired/lumawing keyboard to QMK Firmware. It is a 14x4 layout, handwired version of the ortho*x14 layout with 4 rows and 14 columns. It includes the following features
