If a MissingCRDException is thrown when registering the controller, the OperatorProducer will attempt to register the associated, automatically generated CRD with the cluster and re-attempt the registration.

This only partially addresses the UX of applying CRDs when missing as it only deals with the case where the CRD is missing during the controller's registration.
