The cause is best described here: actions/runner-images#4519, certificate installation requires intervention.

According to Apple, this is intended behavior, which contradicts the documentation.

I filed a bug against the documentation. That was 8 months ago and it's still open. At this point I don't think we can fix this.

I think #1080 is still a worthwhile effort for performance and consistency reasons, but it won't close this when merged, so I'm closing this as wont-fix.
