What does this PR address?

Install the libpq-dev apt package if the pg gem is detected
Update the Rails example so that it builds with Postgres
Update the other Ruby examples with various fixes (new version of ruby, different procfile command, etc)
Cache the ~/.bundle/cache directory in install phase
Source the RVM setup script on container startup so that ruby and bundle are available to use in the Railway start commands
