🌱 Add CAPZ back to image overrides list

What this PR does / why we need it:
Adding infrastructure-azure back to image overrides list since azure-service-operator prime image should be build and available at registry.rancher.com/rancher/azure-service-operator:tag to use.

azure-service-operator prime image was successfully built in: https://github.com/rancher/clusterapi-forks/actions/runs/12599194962/job/35115575798 and can be pulled:
