Overview
This PR allows Welsh and English IMD to be plotted on the same map. To do this a new colour scale for wales is include which runs red to green. The colour bars render side by side if English and Welsh data are shown together.
The tooltips are updated to remove the long/lat.
The waffle charts incidentally fixed not to error if there is no data
fixes #433
