2445_fix: thunder api get invoke whenever badger_capabilities triggered

What

slightly modify the get_hdcp_status(), and removed unnecessary functions related hdcp_status update

Why

thunder api invoke each time upon receiving badger.capabilities

How

correct hdcp status get updated from thunder, instead of taking from cache.

Test

plugin/out hdmi cable then status checked correct values updated.
