Currently che-starter only supports Che 6 workspace creation flow. Need to define API for supporting new Che 7 workspace creation flow

Eventually, we want to replace java-centos to che7.

NOTE: there is still a problem with ide url (used for opening workspace) that is planned to be fixed in the next sprint by IDE team:
