It contains some fixed values for crcqenvs we need to parameterized it

also add the blob container create cmd az storage container create -n qenvs-state --account-name

Also added some policy to delete files after X time on the blob container https://learn.microsoft.com/en-us/azure/storage/blobs/lifecycle-management-policy-configure?tabs=azure-cli#optionally-enable-access-time-tracking
