k8s: Always update annotation if node ID does not match #9749

Node ID annotation which is set in Redpanda PODs could be not updated
if underlaying data folder is gone. That can happen e.g. in GKE when local
SSDs are used as PersistentVolumes and VM is repaired by Instance Group
Manager.
