Fixes Issue 1

Fixes issue #1, enhances validation, etc.

Inital Release update

Cleaning up algorithm checks, tagmanifest creation, and adding the ability to update manifest files. Also additions to the validation to handle all warning and error files in the lc conformance testing suite.

Initial library code
