Upgrade OPM from 1.19.5 to 1.21.0

  • Upgrade OPM to 1.21.0 in Dockerfile-workers
  • Replace opm alpha generate with opm generate

Observations

  • Should be released as a new IIB (sub)version since opm generate command was promoted from alpha on >=1.20.0 and this PR has no backward compatibility planned
  • black is failing on CI for Python3.8 due to an unknown reason (not related to this PR)
