docs(config options): clarify silent mode behavior #29866

Changes

Refactoring:

  • Split long sentence into a list
  • Move items in list to group similar concepts
  • Use emphasis to point out the key points

New info:

  • Explain that Renovate also will not update any existing Dependency Dashboard or Config Warning issue
  • Give clearer examples of the behavior

Context

A user asked if the maintainers want to make it so Renovate updates an existing Dependency Dashboard, when Renovate runs in silent mode. This proposal was rejected by the lead maintainer.

In any case, the docs should explain the current behavior correctly.
