chore: fix infinite pendingTransactions event and add pendingTransactionFilter option

Description

Wagmi currently has an issue where it keeps spamming pendingTransactions event. For now we've disabled it and added a new option called pendingTransactionFilter if users want to enable realtime balance updates.
