JSX v3 is legacy and should be removed sooner or later.

Decision needed @cristianoc @zth: Only deprecate JSX v3 in ReScript 12.0 or remove it already?

I'd lean towards removing it completely honestly. Maybe it's bad form though to remove without first deprecating.

Maybe deprecate in 11.1.4?
