Can I ask you a question?
Why can we create or add README file, RICENSE file, or else on GitHub, though GitHub repository is "bare" repository, which doesn't contain workspace?

GitHub may have good documentation on this, but from what I see, GitHub does provide a workspace. The bare repo is created behind the scenes, but then GitHub allows some basic create/add functions to it from its web pages.
