Make it easier for people to find docs for different lint rules mentioned in the change log by making lint rule names clickable links. Note: The noExtraSemicolon link (https://docs.rome.tools/lint/rules/noextrasemicolon/) is currently broken. This link appeared elsewhere in the change log already, though.
