These are the only steps that work on Windows 10 right now (Build 1903 18362.239)

May need a note: some software (especially those written in Java) require a global installation, that is: right click and select "install for everyone". |

The steps to install Inter on Windows 10 have changed, so I've updated it with new steps that worked for me on Windows 10 (Build 1903 18362.239).
