JTempest Windows ExtIO 32-bit

Works on Windows with 32-bit ExtIO DLLs. Includes the Library DLLs in the zip just in case, but not the ExtIO DLLs.

You still need to install MinGW and add the bin folder to your PATH in Windows. Also, it only seems to work with 32-bit Java.
