Task 1 from OpenVINO workshop

1. Task1.py is a sample that upscales picture in 3 times with better quality
2. Task1_video.py is the same thing as point 1, but there is a video capture from webcam. FPS depends on your PC`s possibilities.
3. Task1_video_read.py reads the video from the root folder and makes the same as previous points.
