Rollup merge of rust-lang#125266 - workingjubilee:stream-plastic-love, r=RalfJung,nikic

compiler: add simd_ctpop intrinsic

Fairly straightforward addition.

cc `@rust-lang/opsem` new (extremely boring) intrinsic
