Unrolled build for rust-lang#125123

Rollup merge of rust-lang#125123 - a1phyr:fix-read_exact, r=workingjubilee

Fix `read_exact` and `read_buf_exact` for `&[u8]` and `io:Cursor`

- Drain after `read_exact` and `read_buf_exact`
- Append to cursor in `read_buf_exact`
