Add `CARGO_PKG_README` #11645

This environment variable shows the path to the README file of your package. From #11597:

Cargo may rewrite the package’s Cargo.toml and move the README file around, relative to the manifest. I would like to include_str!() this README in my lib.rs, but am unable to do so right now, because if I specify include_str!("../../README") it works for development, but I can’t package my crate. Conversely if I specify include_str!("../README") it works when packaged, but not during development.

Please avoid the "Resolve conflicts" button on GitHub. It uses git merge instead of git rebase which makes the PR commit history more difficult to read.

Sometimes step 4 will complete without asking for resolution. This is usually due to difference between how Cargo.lock conflict is handled during merge and rebase. This is normal, and you should still perform step 5 to update this PR.

This adds a new environment variable CARGO_PKG_README, primarily for Rust code to access README file content to avoid any hardcoded path that may point to an invalid location. I feel like this is quite similar to the request for adding CARGO_PKG_LICENSE #8024. Seeking a consensus here.

Alternatively, they could use symbolic links as a workaround.

The given file path of include_str! is relative to the current file. CARGO_PKG_README is relative to the current package directory. If your project layout is some like the following and you want member package to include workspace readme, you should put this in member's lib.rs.
