Support "default" option for `build.jobs` #12222

This commit adds support for passing the keyword default to either the CLI --jobs argument on the [build.jobs]' section of .cargo/config.

After this PR --job CLI option and build.jobs config value accept a magic word default to unset previously set parallelism back to defaults. We've gone through an FCP in #11816 (comment) and discussed in our meeting. I think insta-stable should be okay here.

This commit adds support for passing the keyword "default" to either the CLI "--jobs" argument on the "[build.jobs]" section of ".cargo/config". This is dony by: 1.
