This generates an error if feature flags are used in the root of a virtual workspace. Previously these flags were completely ignored. In the interest of avoiding confusion, I think it would be good to be explicit that these don't currently work. This could alternatively be a warning, but I think it is better to reject it outright.

Are you sure that --all-features doesn't do anything? It seems to change the results for me when doing cargo test --all-features on this project https://github.com/zbraniecki/unic-locale

Remove --all-features

Fixes the build

This was broken by rust-lang/cargo#7507 , but the previous behavior was that the flags were ignored, so I removed them

Allow --all-features in root of virtual workspace.

Accidentally restricted in #7507, pointed out by @hjmallon, `--all-features` flag is allowed in the root of a virtual workspace.  Added a test to demonstrate its strange behavior.

For anyone that is curious, [this line](https://github.com/rust-lang/cargo/blob/3a9abe3f065554a7fbc59f440df2baba4a6e47ee/src/cargo/ops/resolve.rs#L302) is the code responsible for this behavior.

Thanks we run into that also, we are using cargo test --all-features in our workspace on our CI to make sure we run all of our tests for every feature in every crate and that has been working fine (until this PR that failed it on nightly).
