This renames the
cargo describe-future-incompatibilitiessubcommand tocargo report future-incompatibilities. The intent here is to have a generalreportsubcommand that can be used for other reports in the future. This helps avoid the proliferation of top-level subcommands, and to help keep the CLI a little more organized.
