This fixes the issue encountered in D71164. Instead of using a
range-based for, manually iterate over the users and advance the
iterator beforehand, so we do not skip any users due to iterator
invalidation.

The optimizeBitCastFromPhi() and FoldPHIArgOpIntoPHI() end up
fighting against each other, because optimizeBitCastFromPhi()
assumes that bitcasts of loads will get folded. This doesn't
happen here, because a dangling phi node prevents the one-use
fold in https://github.com/llvm/llvm-project/blob/master/llvm/lib/Transforms/InstCombine/InstCombineLoadStoreAlloca.cpp#L620-L628 from triggering.

This patch fixes the issue by explicitly performing the load
combine as part of the bitcast of phi transform. Other attempts
to force the load to be combined first were ultimately too
unreliable.

Summary:
This patch limits the default number of iterations performed by InstCombine. It also exposes a new option that allows to specify how many iterations is considered getting stuck in an infinite loop.

Based on experiments performed on real-world C++ programs, InstCombine seems to perform at most ~8-20 iterations, so treating 1000 iterations as an infinite loop seems like a safe choice. See D71145 for details.

The two limits can be specified via command line options.

Judging by the existing comments, this was the intention, but the
transform never actually checked if the existing phi's would be removed.
See https://bugs.llvm.org/show_bug.cgi?id=44242 for an example where
this causes much worse code generation on AMDGPU.

Summary:
It is important to emit HINT instructions instead of BTI  ones when
BTI is disabled. This allows compatibility with other assemblers
(e.g. GAS).

Still, developers of assembly code will want to write code that is
compatible with both pre- and post-BTI CPUs. They could use HINT
mnemonics, but the new mnemonics are a lot more readable (e.g.
bti c instead of hint rust-lang#34), and they will result in the same
encodings. So, while LLVM should not *emit* the new mnemonics when
BTI is disabled, this patch will at least make LLVM *accept*
assembly code that uses them.

There is a SIGSEGV at `DeduceTemplateArgumentsByTypeMatch`. The bug [llvm#51171](https://bugs.llvm.org/show_bug.cgi?id=51171) was filled. The reproducer can be found at the bug description.

Some implementations of setjmp will end with a br instead of a ret.
This means that the next instruction after a call to setjmp must be
a "bti j" (j for jump) to make this work when branch target identification
is enabled.

The BTI extension was added in armv8.5-a but the bti instruction is in the
hint space. This means we can emit it for any architecture version as long
as branch target enforcement flags are passed.

The starting point for the hint number is 32 then call adds 2, jump adds 4.
Hence "hint rust-lang#36" for a "bti j" (and "hint rust-lang#34" for the "bti c" you see
at the start of functions).

The existing Arm command line option -mno-bti-at-return-twice has been
applied to AArch64 as well.

Support is added to SelectionDAG Isel and GlobalIsel. FastIsel will
defer to SelectionDAG.

The `TypeSystemMap::m_mutex` guards against concurrent modifications
of members of `TypeSystemMap`. In particular, `m_map`.

`TypeSystemMap::ForEach` iterates through the entire `m_map` calling
a user-specified callback for each entry. This is all done while
`m_mutex` is locked. However, there's nothing that guarantees that
the callback itself won't call back into `TypeSystemMap` APIs on the
same thread. This lead to double-locking `m_mutex`, which is undefined
behaviour. We've seen this cause a deadlock in the swift plugin with
following backtrace:

Our solution is to simply iterate over a local copy of `m_map`.

This removes explicit invalidation of vg and svg that was done in
`GDBRemoteRegisterContext::AArch64Reconfigure`. This was in fact
covering up a bug elsehwere.

Register information says that a write to vg also invalidates svg (it
does not unless you are in streaming mode, but we decided to keep it
simple and say it always does).

This invalidation was not being applied until *after* AArch64Reconfigure
was called. This meant that without those manual invalidates this
happened:
* vg is written
* svg is not invalidated
* Reconfigure uses the written vg value
* Reconfigure uses the *old* svg value

I have moved the AArch64Reconfigure call to after we've processed the
invalidations caused by the register write, so we no longer need the
manual invalidates in AArch64Reconfigure.

In addition I have changed the order in which expedited registers as
parsed. These registers come with a stop notification and include,
amongst others, vg and svg.

So now we:
* Parse them and update register values (including vg and svg)
* AArch64Reconfigure, which uses those values, and invalidates every
register, because offsets may have changed.
* Parse the expedited registers again, knowing that none of the values
will have changed due to the scaling.

This means we use the expedited registers during the reconfigure, but
the invalidate does not mean we throw all of them away.

The cost is we parse them twice client side, but this is cheap compared
to a network packet, and is limited to AArch64 targets only.

On a system with SVE and SME, these are the packets sent for a step:

You can see there are no extra register reads which means we're using
the expedited registers.

There is the initial P write, and lldb correctly assumes that SVG is
invalidated by this also so we read back the new vg and svg values
afterwards.
