Stabilize const_mem_zeroed

Make `core::mem::zeroed` const stable. Newly stable API:

    // core::mem
    pub const unsafe fn zeroed<T>() -> T;

This is stabilized with `const_maybe_uninit_zeroed` since it is a simple
wrapper.
