Rustpkg/rusti/rust is not included in the Windows binary release #6088

Pretty self explanatory; there's no rustpkg.exe, rusti.exe, or rust.exe included in the Windows binary release of Rust. It seems to be just rustc.exe (which for the most part is plenty). They can be compiled from source, but that involves setting up a development environment compatible with LLVM and the rust source, and this is a bit tedious if you want to just get up and running in little time.
