Add test validating successful fix

#103279 didn't backport cleanly so I wanted to make sure it included a test, this is that test (also included in the to-be-opened backport, but no reason to keep it solely on beta).

The test is similar to the further-minimized src/test/ui/consts/unnormalized-param-env.rs that was included in the PR, but there's no harm in including this version too I guess.

Oh, I completely ... missed that there was a test in the PR. Not sure how that happened. Let's avoid the extra test then, no need to bloat our test suite.
