Update icu_list to 1.1

ICU4X 1.1 got released, time to update it. Also updated the baked data since baked data is supposed to be tied to the version.

These commits modify the Cargo.lock file. Random changes to Cargo.lock can be introduced when switching branches and rebasing PRs.
