[perf] Test performance with v0 symbol mangling scheme being the default #125486

With the wider ecosystem getting close to support the v0 mangling scheme and LLD as the default linker addressing v0's main performance issue, it is getting more likely that we can soon make v0 the default.

This PR's purpose is to collect current performance numbers and also to serve as a baseline for gauging the performance impact of MCP 737 (see #125487).

[perf] Test performance with v0 symbol mangling scheme being the default

Looking at the detail results, I see at least three things:

  • the symbol_name becomes more expensive (e.g. +70% here). That is to be expected. The total percentage of time spent in the symbol_name query is rather small though.
  • the main thing causing the observed regressions seems to be that we emit longer symbol names into LLVM modules. At least that's how I interpret the LLVM related measurements regressing (LLVM_module_codegen_emit_obj especially). Judging from an example like this, it looks like we generate full symbol names even for functions that are not publicly visible. On some platforms, like MSVC, or when compiling with -Cstrip=symbols these symbol names won't show up anywhere, and in other cases (e.g. when compiling with -Cdebuginfo != 0 enabled) they might not be needed much. We could tweak the defaults here to use the cheaper "hashed" mangling scheme recently introduced.
  • Linking, does not seem to have regressed. In the past, this was one of the main regressions when using GNU ld, but with LLD this does not seem to be a problem anymore (assuming these runs used LLD as the new default).
