remove debug-logging default from tools profile #127913

debug-logging conflicts with download-rustc option, and doesn't really make sense to enable it for a profile that is used for tool development.

that they should not be affecting us. In paritcular, we explicitly set
rust.lld = false (because we want to use the lld that ships with clang),
so the change in default does not affect us.
