core: Move mkdir_recursive from rustpkg into core::os #6082

r? @brson mkdir_recursive creates a directory as well as any of its
parent directories that don't exist already. Seems like a useful
thing to have in core.

(Or r? anyone who gets to it first.)

I r+'d and opened #6085 about changing those c_ints.

For starters, i've opened an issue #6109
Can't promise i'll find the time. :/
