sage.combinat, sage.games: Use more lazy_import in all.py files #38096

This helps with the modularization, but is also desirable for reducing the start-up time of Sage.

One of the conda runs does show a (different) segfault in testing src/sage/libs/singular/function.pyx

Yes, I think it's unrelated. I also see a failure in that file in #38019 with conda
