Bring scalariform-maven-plugin under Scala IDE governance

Currently I am the only maintainer of this plugin. Makes sense to keep it together with Scalariform itself.
You could fork my repository and release the plugin with your groupId (for example, org.scalariform). I could be one of contributors. What do you think?
