Even though breakage might happen during the RC cycles, it's probably better to consider them as final, to avoid hitting a bincompat-check issue only once the final is cut.
In the implementation, we do fetch the artifacts to perform the bincompat check, but that's because of a lack of a resolve API in coursier-interface.
