  • add GitHub Actions CI for Linux, Mac and Windows. I notice the Engine tests don't work on CI runner, despite them working on real computers
  • add robustness and test skipping for incomplete
  • note if GCC version doesn't work with Matlab release

NOTE: Matlab R2022a doesn't work (fails to build or run) for the Engine C and Engine Fortran tests on Linux. This was tested with multiple GCC versions and multiple computers. However, Matlab R2021b does work on Linux for Engine C and Engine Fortran. On Windows, Matlab R2022a does work with Intel oneAPI (engine C/Fortran) and BLAS.
