Rules

To merge a PR need at least one review of one of the maintainers
Review is mandatory for maintainers
Only primary maintainer is allowed to merge the PR
Deputy will be allowed to merge/backport when the primary is not available, or if explicitly asked
Assignee field - used to define who is responsible to take current action in the PR (address comments, review, merge)

Branches that we keep sending backports from master

a branch that we still have jobs for, and using, but can't get backports from master anymore

Older unused branches will be deleted on a regular basis.
