Small wording change for Question Issue Template

The current template for the Question issue type reads:

Doubts about SDV usage

"Doubts" is not the best word to describe the open ended or clarifying questions that get asked. It implies something negative like skepticism or mistrust. Plus, the other templates start with action verbs, which this does not.

Expected

Rephrase the template to read:

Question
Ask a general question about SDV usage
