This rule enforces that a timeout parameter must be provided when instantiating `smtplib.SMTP`, `smtplib.SMTP_SSL`, or `smtplib.LMTP` to prevent the possibility of indefinite blocking. Signed-off-by: Eric Brown <eric.brown@securesauce.dev>
