Mostly boring chores. Adds a CoC which is derived from the Contributor Covenant. But being entirely realistic ... I can't envision it ever actually being needed for a project of this modest size.

More importantly however. This does add some contribution guidelines and sets out the requirements for pull requests going forward. And seeing as I'm not the sole maintainer of this project anymore, it's probably for the best that I lead by example and formally submit PRs as well.

Specfically this is an abbreviated version of the Contributor Covenant
which removes some of the more "lawyer-y" bits.

Coverage Status

Coverage remained the same at 70.261% when pulling 14af154 on community into a86bff7 on master.

Not a fan of CoC, because it's just an overcomplicated "pls be nice and friendly", but whatever. Everything else looks good.

RE: CoC, I don't even really disagree with you. But at the same time, if it -- along with the other changes here -- helps send a signal to any potential contributor that they'd be welcomed in doing so then it's a valuable addition to me.
