looks like new goals don't take without a cache reset. I wonder if there is something else we need to do when a goal is set to push it into the cached values |

That makes sense, I think. The values are probably only polled when the budget screen is initially rendered or a field is updated. We may be able to fix the behavior by setting the target values in the database first, and then setting the budget cells so the targets are there prior to the update. |

I was seeing that the db was only getting read when the cache was cleared, or when a file was downloaded. I don't know if there is some functions built in to update the cache or write to both the cache and db. |

This pull in the goal from the db and uses it in setting the colors. You may need to reset your budget cache for it to work. I don't know if there is a good way to force the goals to get added to the cached data.
