It appears that the basedata spreadsheet imports do not correct the element names after DMS parsing. The names stay as the DMS strings.

spreadsheet DMS imports now work

GUI has been updated to pass new args.

Text imports also now croak when a dms2dd
result is non-numeric.

Handle DMS data in shapefile columns
