Update redis-protocol and other crates

Since #1854 is blocked on upstream and we have not heard back, lets continue with the upgrade but leave out scylla-rust-driver.

Crates requiring changes to shotover/tests:

• redis-protocol - a new argument was added to extend_encode: https://docs.rs/redis-protocol/latest/redis_protocol/resp2/encode/fn.extend_encode.html
  we can just pass false which maintains the original functionality.
• fred - redis specific prefixes were removed from types.
