Description of change
Revert a change that un-ignored
Cargo.lock, our main workspace is tracked, we can ignore all the test/resource lockfiles. Also sized down the PR template headers.How Has This Been Tested (if applicable)?
Verified that all the lockfiles are no longer tracked.
