This needs to be reviewed at a later date but we should consider turning off our CircleCI CI jobs. They are covered by GitHub Actions now. The main reason to avoid doing this is that CircleCI lets us run custom (and quite old) linux kernels to exercise fuse. We need to keep at least one job in CircleCI that does this or find an equivalent in GH Actions.
